On 1960s CBS with tile, the tile is not the roof. The underlayment is the roof. Tile is a shedding layer and a wear surface, and the waterproofing is the felt beneath it. Once that is established, slope-by-slope repair stops making sense, because you cannot reach the underlayment on one slope without lifting tile, and sixty-year-old underlayment cannot be spliced into new.
The hard truth first, because there is no version of this where I pretend otherwise: the limit is the limit, and no Florida statute fixes an underinsured dwelling after the loss. Ordinance and law. Florida Statute 627.7011(2) says that unless the insurer obtained a written refusal on a form approved by the Office of Insurance Regulation, the policy is deemed to include law and ordinance coverage limited to twenty-five percent of the dwelling limit. Ask them to produce the signed rejection form. If they cannot, that is additional money and it sits on top.
Water is honest about where it came from. Rising water wets from the bottom up and stops at a level, and it leaves that level marked on drywall, baseboard, door casings, exterior stucco, the fence, the condenser, and the furniture. Wind-driven water comes from above and wets from the top down with a source directly overhead. Then allocate honestly. Above the line to wind, below it to water. An allocation you can defend beats an aggressive one that collapses. And file both claims the same day. The blame loop only works if you participate in it.
Count the elevations in their own photo log. That is the entire rebuttal and it is built from their document. A house has four elevations plus a roof. A report supported by images of one of them describes a fraction of the building and reaches a conclusion about all of it.
The concept I give homeowners, because it makes the whole thing click: the age of the thing that broke does not depreciate the damage it caused. If a thirty-year-old water heater floods a two-year-old floor, nobody gets to call the floor thirty years old.
