The specific question to ask, because it is very hard to answer badly: please confirm whether the supplement dated such-and-such was reviewed before this determination, identify who reviewed it, and if it was not reviewed, withdraw the determination and review it.
Then escalate on a schedule rather than a feeling. Ask in writing for the supervisor's name and the current adjuster's authority level. If nothing moves, mediation under 627.7015, which is free and forces someone with authority into a room on a date certain. That single feature is why it works, because the whole rotation strategy depends on nobody ever having to show up.
The mechanics. Replacement cost is what it costs to buy the item today. Actual cash value is that number minus depreciation for age and condition. On a replacement cost contents policy you are paid the actual cash value up front, and you recover the depreciation when you actually replace the item and document it. The money is yours. It is being held, not denied.
The trap is the clock. Most policies give you a limited window to replace and claim the recoverable depreciation, often measured in months from the date of loss, sometimes extendable if you ask in writing before it expires.
